Robert B. Shields, President
Bob Shields is co-founder and President of RAS. He is active now as a Senior Research Engineer working to improve National Technical ELINT data bases and the quality of intelligence data that goes to Electronic Warfare programs. He and Dr. Wiley were the architects in 1970 of the KILTING and EWIR data base and have been nearly continuously involved in facets of those programs, as contributors and as users. Prior to forming RAS he was the Director of Intelligence and Electronic Warfare Programs at Syracuse Research Corporation (SRC). He was a Vice President at Microwave/Systems and prior to that was part of the original intelligence center at Syracuse University Research Corporation (SURC, now SRC). Beside his expertise in ELINT data bases and applications, he was instrumental in helping the government evaluate SEI techniques, in developing hardware to make precision ELINT measurements, in studies of advanced radars and their impact on ELINT collections, started the first computer lab at SURC, and initiated SURC's biomedical engineering center and work on CW lasers. He has MSEE and BSEE degrees from Carnegie-Mellon University.
Richard G. Wiley, Ph.D.
Richard G. Wiley, Ph.D., Vice President and Chief Scientist of RAS, Inc., has over 30 years of experience in ELINT/EW, specializing in signal analysis and receivers. He has a BS/MSEE degree from Carnegie-Mellon University and a Ph.D. from Syracuse University. He is a Fellow of the IEEE and has authored three books and twenty technical papers.
Brian D. Moore, MSEE, Vice President and Technical Director
Brian D. Moore, Senior Research Engineer - ELINT Systems at RAS, Inc., has over 20 years experience in systems engineering in the area of EW ESM / ELINT and radar. He has a BSEE from Michigan Technological University and an MSEE from Syracuse University. Mr. Moore has been performing system engineering and analysis work to integrate new ELINT technology with existing systems and platforms. In addition, Mr. Moore provides technical inputs to the government for new and innovative ELINT research and development and has provided consulting to various DoD contractors in the areas of ELINT system architecture and processing, SEI, IMOP and feature extraction. Mr. Moore has analytical and modeling experience in several levels of simulations and models applicable to modern ELINT processing. Formerly as an Engineer at Lockheed Martin, he performed Electronic Warfare (EW/ESM) Systems Engineering, including System Analysis, Development Integration and Testing (INEWS, F-22, A-12, B-2, special projects). He is a member of the AOC and IEEE, and serves as a consultant for US Export Law Committee on Communications, Navigation, IFF & DF and as USAF NAIC expert on foreign ESM/ECM systems.
Stan Hall, MA, MBA, PMP Vice President of Operations
Stan Hall has over 20 years experience in the defense industry performing and managing both research and engineering development projects. In his current role as Vice President of Operations, Mr. Hall is responsible for the execution of programs as well as other management and business development duties. As a program manager and business development manager with Raytheon, Mr. Hall managed or supported many advanced imagery, remote sensing, and information technology programs, including the world’s first one-meter commercial imagery system. As an engineering chief and program manager with Lockheed Martin, Mr. Hall managed several military systems development and software development projects, including many engineering projects related to the design, production, and deployment of multi-role fighter aircraft and related military systems. He has also performed numerous force structure analyses and mission area analyses of both U.S. and foreign military assets, having worked extensively with both the U.S. military and several foreign militaries. Mr. Hall was also the program manager of the software and laboratory development for a major Lockheed Martin system-of-systems analysis facility to assess various C4I systems and concepts. Mr. Hall has conducted numerous seminars throughout his career in South America, Europe, Asia, and the Middle East on military systems analysis, defense planning, and various remote sensing technologies. He has an MBA, a Master’s Degree in Mathematics, 30 additional graduate hours in Operations Research, and is a certified Program Management Professional (PMP™) by and member of the Program Management Institute.
